Fay Ruotolo, NPS' Human Resources Director, will be leaving the district at the end of June according to a story in The Hour.
In the story, Superintendent Susan Marks says she will begin a search for a new Director next week and that person must hold a teaching certificate. "My experience is that position should be certified because the bulk of your hiring duties are for certified staff," she said.
Ruotolo has been in charge of Human Resources for close to 10 years. In recent years, she has come under criticism for her mishandling of several personnel matters including the hiring of Stacy Lore, a fake autism therapist. She was also criticized for the hiring of Dina McNelis, a substitute teacher with a history of abusive behavior towards students in this district and at other area schools.
Last year the BOE voted 6 to 2 to renew Ruotolo's contract for one year for her $145,000 job, amid grumblings that no written evaluations had been conducted of her performance. The BOE added a requirement that written evaluation of Ruotolo be conducted within six months time by Marks, which was conducted according to the article.
The departure of Ruotolo presents an opportunity for Marks to significantly influence the hiring of NPS teaching staff and how evaluations are conducted. As a former Assistant Superintendent of Human Resources in Maryland, Marks herself was responsible for personnel matters. As such, she is perfectly positioned to make this important hire.

Did Fay decide to retire? Sounds that way. I don't think one poor evaluation among many good evals would mean that she was not rehired....That would end up in a lawsuit, don't you think?

ReplyDeleteYou sound like things have been flash frozen in the Central Office for decades. There have been LOTS of changes there. In case you missed it, during the last two years the Finance Department has undergone major changes, Payroll is now working with the City staff, the food service is now actually in the black rather than bleeding red, the Special Education Department has had an overhaul and a number of employees have either been laid off or moved on of their own accord.
As for Ms. Ruotolo, I suspect that there probably was an agreement of one more year when Dr. Marks arrived. Now it's time for Ms. Ruotolo to part company with the Central Office. Judging by the tone of the comments posted so far, it's probably a good thing that she's moving on, since the audience seems to be really hostile.
As for me, well, I didn't always agree with her actions, but I'm not going to wish her a lawsuit either. I hope she finds success in whatever she chooses to do in the future.

ReplyDeleteI don't see this as a Susan Marks' accomplishment. Perhaps it was time for Fay Ruotolo to go anyway??? She isn't that young. If you want to believe in Susan Marks, let's see if she really accomplishes anything in the future. IMHO, this was lucky timing for Susan.
ReplyDeleteI agree about Susan Marks, let's see if she really accomplishes anything.That said, I do believe this was her doing. Fay has been hanging in there too long and the fact that she wouldn't comment in the newspaper says it all. In any case perhaps HR will no longer be dysfunctional.
ReplyDelete3:55, Fay never commented when there were nasty comments made, ever, in fact. This is no different. I'm still not all that sure about why she is leaving. Maybe she cut a deal with the BOE?
ReplyDeleteWhatever the reason is for Fay leaving, let's hope this the beginning of a new day for the Norwalk Schools. Hopefully this is the first step in replacing CO staff who have not been doing their jobs well.
