BOE Extends Marks' Contract, New Director Position Approved

The Norwalk Board of Education voted to extend Superintendent Susan Marks’s contract at Tuesday evening’s meeting. She received more good news at the meeting when the board finally voted to create the position of Director of Grants, Enrollment, Academically Talented and Operational Projects, a position she has been proposing, in one form or another, for the past two months.


With a 7-1-1 vote -- Migdalia Rivas voted against and Steve Colarossi abstained -- a year was added to Marks's contract, extending it to June 30, 2014. Her annual salary of $200,000 with an annuity of $30,000, remains the same with no raises. Colarossi explained that his abstention was not a vote against a person, but rather a vote against the Connecticut practice of automatically extending contracts one year to maintain three year contracts.

The vote happened without much discussion. During public comments, however, Bruce Mellion president of the teacher’s union, suggested Marks's contract was being extended without following prescribed evaluation procedures and timeline. He added that the evaluation had not yet been made available to the public . “Not one word has become public,” he said.

Also at the meeting, the board voted 7-1-1 to renew the contract of Assistant Superintendent Anthony Daddona. Sue Haynie voted against the renewal and again Colarossi abstained. This year, Dadonna will make $192,151, which includes a deferred 2.5 percent raise to be taken in the form of furlough days and a $5,000 annuity.

After a lengthy discussion, the board voted 6-2-1 in favor of creating the Director of Grants, Enrollment, Academically Talented and Operational Projects. Board members Rosa Murray and Migdalia Rivas voting against the position and Jodi-Bishop Pullan abstained.

Marks described the position as “urgent”, because several administrative positions were lost due to budget cuts, especially the oversight of grants. “How are we going to meet the needs of students and staff? We need this position to pick up key work,” she said.

Marks called the position a “bridge to a future reorganization of central office.” She also said that she scaled back the position’s responsibilities based on the board's recent comments. “After each meeting, I tried to listen and be responsive to feedback from the board so we have common goal.”

Bishop-Pullan and Murray asked if the position could be a lower paying specialist position. Colarossi wondered if it could be an executive assistant.

Marks emphasized that she needed a qualified 12 month position and that the difference between a director level position and an instructional specialist position (a 10 month position) was only $4,000. “This position requires at least a master’s and a broad knowledge of school systems,” she said. Board member Glenn Iannaccone spoke in favor of the position. “We already put back positions into the schools like housemasters and assistant principals. Now it’s time to put back one into central office.”

  3. I can't believe what that the last 2 comments have said. This position has to be posted and candidates have to be interviewed. Who said that the person you mentioned will actually get the job? I am totally disgusted with the negative comments that have been posted on several of the last topics about this position. Susan Marks and Tony Daddona need this position to run this district. The BOE decided to cut all of the positions at CO, but kept Asst. Principals and Housemasters at the middle schools and high schools. Oh, that's because the presidents of the NFT and NASA think that we don't need anyone in the CO. I am very happy that the people on the BOE voted to give Susan Marks this position.

  5. It is important to note that Supt. Marks stated that the position was not created for any one candidate.
    I also asked her directly if she would agree to refrain from filling the position with an interim appointee and she agreed to that restriction. Also, there is no funding in the budget for this post. Therefore, there must be a budget transfer approved by the BOE before the position can be filled. Once again, Supt. Marks promised that the position would not be filled until the budget transfer was approved. I felt that these safeguards were appropriate

  6. Let's be perfectly honest. This position is going to be filled by one person and one person only. Are you really going to come back and say the person who has already been placed elsewhere is really the best candidate? I will be here to say 'I told you so.'

  7. Steve are those safeguards are roadblocks? You all on the Board of Ed are fiddling around up there on this ONE issue and confusing the heck out of parents. Move on it and let everyone get on with running our school district. Lots of opinions but not one of you have come up with good reasons to be wasting such time.

  8. All of the time wasting seems too much like Nero's fiddling while the city was burning. There are too many issues to be addressed and needs to be met for the board to be involved in battles of egoes. It is utter silliness for anyone to be fretting over the fear that someone unpopular might win a certain position. Dr. Marks has the intelligence to know that her judgment about who ought to get the directorship will ultimately help her own efforts or hurt them.

    Unless the superintendent is doing something harmful to the school district and its students, the board ought to support her. If her judgment proves mistaken, then she ought to be held accountable.

Because your buddy didn't get the Directors position you have done nothing but try to ruin the reputation of a very capable, educated, and competent individual. Give it a rest.

  11. Let me respond to the comment about safeguards. There was no money appropriated in the budget for the new director's post. Therefore, the funding for that position must come by transfers from other accounts. The City Charter requires that the Board of Education must approve modifications of the budget. Given that many of our taxpayers are struggling, I take very seriously the responsiblity to use their significant contributions to our school system appropriately.
    Concerns with the newly-minted Director position, based on everything I heard at meetings, appeared to be premised on whether the tasks could be accomplished by one person who, initially, wasn't reporting to the Asst. Supt. (who has direct oversight of those areas) and if the salary at a Director level was appropriate for the duties.
    Also, as but one member of the BOE I can tell you that I have been working on many other issues, not the least of which is planning for modifications of our policies due to changes in state law and suggestions from Supt. Marks and our students.

  12. 5:47 a.m. thank you for your comments. it is so amazing how people can always dig up negativity, gossip, and nonsense. It is utterly amazing that grudges in this district hang on for lifetimes, and the wrong people get blamed, smeared, and so on! As a long term employee in the district it is appalling that colleagues smear one another, and that bus of nastiness and poor behavior continues to run over those trying to do a good job!
    To 5:47 a.m.--you are so right! we know who the ones are who continue to only comment on all the wrong things...
    move on we have a job to do! called educating our children--as a taxpayer i demand that!

  14. Stop denying the truth. Where is the money coming from? Parents do want to know how all those cuts were made and now a very expensive job is being funded.
    We also want to know why it is being funded at such a high level. Why a director?

    I am only trying to point out that this director's job could have been put in at a much lower level. I am not denying the job, just the level. I believe that it has been put at that level to save a person, not to save the school system.

  16. Dr. Marks created the new position after meeting with Tony Dadonna and Craig Drezek and receiving their input. That tells me that the position was not created for a specific person but for a specific need that became apparent after the many cuts to Central Office.

    The job description is very specific and there are tangible goals that must be met by the person who is chosen. Regardless of who is selected, they can not "hide" in this position. Also, keep in mind that the Supt. will be held accountable for the results of this position as any CEO in the private sector would be.

  19. @11:04 - I would hate to think that the top 3 executives of NPS all got together and tried to pull a fast on us. (Let me add that I am not naive nor was I born last night.) I made a decision based on the facts that were presented to me.

    There is safety in a multitude of counselors and I respect the fact that the 3 of them all agreed to the importance and description of this position.

    It may very well happen that the person you are referring to is awarded the position due to contractual obligations, either way we need to put this behind us and focus on the task at hand which is educating our students.

My gosh folks, what I am so afraid of is that if whoever keeps harping on lunch and one person for whom the job is targeted doesn't get his or her way, they will undermine any positive that could go on in central office. Board Members please keep an eye on this. I'm not saying the person is wrong and maybe the person has a right to be upset. I really don't know. I DO KNOW that I don't want ill-feelings to get in the way of educating our children. To the person who keeps harping on lunch date, please keep in mind that even if the person (you don't want to get the job) gets the job, he or she still has to prove himself or herself in the position. You've made your point and people will be watching. Artie Kassimis made a good point in writing that the person will have to do well in the position.

    BOE members, everyone's perception is their reality. Real leaders understand that even if they don't agree w/ the perception. Just keep watch that things are handled fair and equitably. When things are not done in the spirit of good or righteousness, guess what follows? It's called chaos and confusion.

    You have the power to help turn this system around equitably. Do not seek power for self. Seek it for all of the children. Forbid them not to come unto a good education with stable and mature teachers with the stability and maturity of those charged with the oversight of Norwalk Public Schools.

    People, we can do this. Yay/yea team! Right?

  26. To the person who has been posting about the lunches the superintendent has (or really hasn't) had with a certain person who is allegedly interested in the directorship:

    1. The superintendent can have lunch with anyone she damned well pleases, whether it is this person you seem to detest or anyone else.

    2. The superintendent can have a friendship with anyone she damned well pleases, whether it is this person you seem to detest or anyone else.

    3. The superintendent can recommend anyone she deems most fit to do the director's job to the board of education, whether it is this person you seem to detest or anyone else.

    4. Most of us don't even know who this person is, nor do we care. You have your issues with him/her, but we don't.

    5. Most of us are sick of hearing from you.

    6. Speaking for myself, I'd like to begin hearing that the board of education is having substantive discussions about improvements to curriculum, instruction, student services and other issues that really matter. This is their real work.

  27. It appears the one person who is responding to these factual comments is upset. Many responses does not mean that several people are responding. This is one person who is afraid of the truth.
    I can't believe the parents don't want to hear the truth. I can't believe that the Superintendent went before the Board and told them that this job would definitely be posted. That this job was not created for one person.
    Where is transparency?
    I am asking to have my questions answered by the Board and not by this one out of control person who is afraid of the facts. I want to know why this job was granted at this level, why the mayor was involved for this job and where the money is coming from. Am I not allowed the truth?

  28. OMG! This job is posted! 5:30 poster, I agree with everything you said. I am tired about seeing the posts from Steve C. He might have some good ideas, but has he spent one day at CO to see what the Asst. Supt., Instructional Specialists, Secretaries do on a daily basis? No, he has not been in the Curriculum Dept. one day since he was voted in as "Parents not Politicians". I am sorry that I voted for him! We are sick of hearing about all of the negative issues that several people have posted. Let's hire the right person for the new Director's position and get on with what a school district is all about - doing what is best for the students.

    I don't know if I'm reading posts from adults about school stuff or my kid's status updates on Facebook. So many cheap shots. So much blame. Most of it comes from an in-crowd that's got to hate seeing fewer and fewer cool-aid drinkers in the mix. Do any of you really think it's wrong when the guy who's chairman of the Finance Committe asks where the money's coming from to pay someone over $170K. Do you people forget when they were going to cut librarians to balance the budget?
    It's got to be tough for this in-crowd. Jody is pulling away from the superintendent. Midaglia keeps speaking her mind. Artie is nobody's fool. Steve was born to fight. Rosa isn't a rubber stamp for anyone. Maybe our kids finally have a chance.

  31. 9:37 Rosa, Migdalia, Jodie and Steve are not arguing about this ad naseum because they want to save taxpayer dollars. All 4 are tax and spend Democrats to the core even if one has changed sides. In addition, Rosa Steve and Migdalia have been against the superintendent from the beginning each for their own small personal agendas.

  34. Why is it that such intolerance exists for anyone who volunteers to do community work on a city board or agency? If I find myself not agreeing with a city official, that would be a simple case of disagreement on a single issue. If I found myself not liking his/her personality, that should not enter into the work he/she is doing. If I, myself, sat on that same board or agency, I would have to view single issues separately and vote accordingly. If I disagreed with my board colleague, my job would be to defend my position as best I can. If I did a good job of it, I would successfully convince him/her to compromise or even agree to my way of thinking if I sold my position well enough. If I voted according to partisan directives or personal agenda, I would not be true to myself or the public I serve. Yet, I would run the risk everyday of keeping my integrity intact simply because rumor is embraced before it becomes fact. I would soon learn that real challenge lies in that I cannot possibly please everyone all the time because they, too, have their own opinions and viewpoints, and perhaps - even their own agendas. I would only be able to listen to the public and try my best to draw consensus from what makes the most sense for the good of the many. I would know that I would walk a very thin line to keep my respect and effectiveness intact. My life would become public as would the lives of my family. I may get a small stipend for what I do, or I may not. I would spend many hours answering emails, letters, consulting, meeting, reflecting, and pondering. I may lose myself in the process. I may risk friends and acquire enemies I never had. To all of this, I still may seek another term. Believe it or not, my experience on the board would increase my knowledge base. There is so much to know and so many problems to solve. There are not many out there ready to volunteer for this job.
    To all of our Board of Education members: Thank You for all you continue to do for our schools, particularly during these very difficult financial times - nationally, state-wide, and locally. To those of you running this November: best of luck to you. We are fortunate to have you serve.

  35. Steve - can you post a copy of where the funds for this new position is coming from? Or indicate where exactly this salary is coming from. I find it funny on how you all of sudden "support" Dr. Marks when you crucified her during the budget season. But then again, one should expect how quick minds and believes changes when they are voted into a public position - you did change your association all of a sudden....give me a break.

    If you had reviewed my post of August 17, 2011 4:36 PM, you would have noted that I had asked Dr. Marks about the source of funding for the post. She explained that she would present that information to the BOE. That is critical as the BOE would need to transfer the funds from those accounts to the account to be set-up for the new position.
    The position can not be filled until the appropriate transfer occurs.

  38. 11:43--Ditto. It makes one wonder what everybody else up there is going to do. You think somebody got a bit nervous about having to take on a tad more work this year? The job description is laughable, as no one person could be expected to do all that. What they're advertising at 150K used to cost this system nearly a half a million bucks and a few more bodies. Report to the AS and yet unnamed COO? OK, whatever you say. If only they could transfer some of that "rigor" to the classroom. Best of luck to the sacrificial lamb that gets this job. School will open on Sept. 1st and guess what? The kids coming through the doors and the vast majority of their teachers will have absolutely no knowledge of this mess. Lucky them.

  40. Hey, last I checked, the Superintendent was the best paid worker in the city. You have to figure it's in her job description to know where she's getting the money to hire this uber-director.
    If she didn't want to figure that piece out, why did Supt. Marks keep pushing for this job, and why did Sue Haynie keep carrying her water?Right?
    Shouldnt we be asking Susan Marks and Sue Haynie why they pushed for a position that there was no money to fill???? If they find the money, I want to know what they cut to make it happen. Dont you want to know that too?

  42. I am baffled. People continue to argue that there is no money for the director's job and that it is too much work in the job description for one person. Yet, they were willing to do away with the job, saying that the superintendent and her assistant superintendent would have to share the responsibilities of this position and just work harder. Both of them already had full-time jobs that kept them busy, so how can they possibly assume such a large burden of additional work?

    The job people are telling the superintendent she has to do cannot be done by one person. That is the real issue. People who make demeaning comments about board members who didn't fight the position aren't computing with enough information.

    if people focused on education and students--maybe the scores would be better. You don't putpeople in positions because they have been in a place forever. If they are qualified ok, but if it is just another good ole' boy move...

  56. wow, in utter shock. as a parent to know that this is what central office comes down to? a bunch of men and women coming on an online website to bash each other? and to the person who left the 1st comment here, it is so obvious you are obsessed with this person or the situation that you have to spend time getting mad in a blog?? very odd. everytime an article is written you find a way to attack that individual. even stating about peoples lunch dates, wow seems you know alot. you seem very involved in the life of others? is it out of envy? of jealousy? or even anger? you seem pretty angry there pal. or are you just upset that those two women didnt bring a doggy bag for you?
