Hamilton Recommends 2 percent cap at BET Meeting; Parents turn up in large numbers

More than 100 parents, teachers and principals crowded into the community room at City Hall on Monday night to show their support for education funding in Norwalk, as the Board of Estimation & Taxation considered the city's 2011-12 operating budget.


Parent M.J. Chironna held a "Support Education" sign made by first-graders at Fox Run Elementary School. Karen Pace, PTO president of Brien McMahon High School's parents club, attended because she thinks that proposed cuts of housemasters and security personnel at the high schools would be "devastating."

"Your presence is sending a message," BET Chairman Fred Wilms said as he began the meeting that had to be moved to a bigger room to accomodate the large than anticipated turnout. At the meeting, Norwalk's Finance Director Tom Hamilton told BET members that school spending made up 54 percent of the city's total budget of $287 million that he was recommending.

The Board of Education wants $156.7 million for 2011-12, a 4.25 percent increase over last year. But Hamilton said the city could afford only a 2 percent increase. Hamilton said the city's economic situation is still weak. He cited a stagnant tax base and a decline in state funding for education. According to Hamilton, revenue from city fees and permits are flat, while pension contributions and retiree benefits continue to increase. Also, city employees will receive 2 to 2.75 percent wage increases next year, however, they received 0 percent this year as a result of renegotiating their contracts. Hamilton urged BOE employees to open their contracts like city employees did last year.

Even though the school board is not getting as much money as it wanted, Hamilton said, city taxes would rise by 1.8 percent if the budget was approved. A median single-family home in central Norwalk with $6,000 in property taxes would see its property taxes go up $107 under the spending plan.

Mayor Moccia acknowledged parents who held up "support education" signs, but said that for every parent present at the meeting there was a struggling senior on fixed income who can't afford tax increases.

Over the past week, parent groups have been sending letters, emails and Facebook messages warning about the effect of a 2 percent cap on spending. "Parents: Dr. Marks' recommended budget was a 3.32 percent budget - just imagine the severity of cuts at 2 percent?" Lisa Lenskold, PTO Council president, wrote in a letter to parents. The PTOC has also set up a Facebook page.

Superintendent Susan Marks' recommended budget included cuts to first grade aides, elementary school intervention aides, assistant principals in a couple of elementary schools and middle schools, high school housemasters and security personnel, in addition to a few employees in the Central Office.

Drew Todd, a Wolfpit Elementary School parent, sent a letter to neighbors, warning that Wolfpit might close if the cap were set at 2 percent. "These budget cuts could, if implemented, close small neighborhood schools, such as Wolfpit Elementary School," he wrote.

"Parents are going to flabbergasted by the type of cuts in a 2 percent cap," Lenskold said. "I want everyone to become educated on the budget. The future of our kids and future of our city depend on it."

On Thursday, the Common Council is meeting to discuss the city's operating budget.

  1. Not one mention from the Mayor about the importance of education in Norwalk. He and Wilms thought there was more union representation than parents.

    We heard once again, the Mayor's in depth reality about the seniors, but no mention about the importance of a good education in Norwalk. Have yo done any analysis on the positive impact of well educated kids on your local community? We merely heard about how much money the BOE says they need. Remember the kids and their parents, Mayor - we get a vote in November as well.

    And to the absent BOE members (only Susan Hamilton, Jody Bishop-Pullan and Steve Colarossi were at the meeting) - shame on you. You should be present selling your proposed budget.

There may be a variety of reasons why there were 'no shows' both in terms of parents (if you say there were more employees and union representatives there and absent BOE members)but what may also be happening here is that there are alot of parents in Norwalk that think that the current education structural system needs reform and change. As in the business world...things only start to get cleaned up when money starts to get tight! Alot of parents (and possibly BOE representatives) do not want to challenge their teachers or principals, but believe that reform needs to come to Norwalk. It's time the collective bargaining units in education step up to what the other city unions have done, not to mention the thousands of unemployed or underemployed Americans in this country have had to adjust to.

  3. The perception by BET and Mayor was there were few parents there. In my opinion, it was 60/40 (parents to all others). Who's to say the Unions aren't going to be involved the solution? But from my perspective, do I want to live in a city that the doesn't support public education? Reform or otherwise? Not a mention about education, kids or reform of education - just cost. Clean up? How is Dr. Marks to clean up when the kids will be losing literacy and numeracy specialists, 1st grade aides and school to career. That's not cleaning up...
    I won't pay Norwalk taxes and send my kids to private school. I'll move to a town that support public education.

  4. Excellent point, 8:57. I think many parents and teachers are tired of the budget hysteria that has been going on for years, only to find money in the educational system anyway. Didn't they just find a couple thousand in central office just this month? Don't forget, there are teachers who feel that things could be done differently to save money. That list was compiled with much meaninful input by those in the trenches over a year ago, but it was not seriously considered by the board. When it comes down to funding the educational budget in its entirety, it is no wonder that it is difficult to get everyone out to support it besides the "sheeple" who allow themselves to get whipped up to a frenzy by those who want to make politics out of the budget. Note the "we'll vote them out of office" threat. Worst yet, is using children as part of the political theater at these budget meetings. Horrific. I am not a fan of any one political party, but the way I see it, our elected officials on these boards and agencies are just like you and me. There is nothing in this fight except an attempt to stay financial afloat. I have every confidence that our elected officials are trying to deal with an economic crisis that is state, if not, nationwide. Wilton cut, what... 40 teachers? Who knows what will happen if we push the envelope. The bank account will not be miraculously funded. I'd say... be careful what you wish for.

  5. It just dawned on me... how a does property tax raise affect Norwalk business owners who are already overtaxed as it is? I know small business owners are just scraping by, if they're not next to closing down. This is not the time to raise their taxes, is it? Are people thinking about how their own "cause" is affecting everyone? If we think Wall Street is in dire straits right now, wait till we raise their taxes for revenue they just aren't generating.

  6. More of the same. No talk about the kids and education - how can we solve some of the issues that put this district in the "District in need of improvement" class?

    Just blame it on the unions, pat the elected officials on the back and say, "oh what a shame Johnny can't read..." No solutions, just blame.

  7. 10:32 you raise good points...but more money is not the answer, otherwise the 3%+ step increases automatically each year for approx. 1400+ employees should be doing the trick for our kids. Unfortunately, labor costs (healthcare and pensions)keep going up and eating away at the textbooks and technology and just about any new program that one could think of for 'the kids.' I don't know about you...but my insurances has gone up 3-4 fold over the last few years as we all contribute more and 401ks have replaced fixed pensions. That's the real world now!

    As for moving to another school district, well just read the papers,of what is happening in NY or NJ and around CT. Norwalk has been one of the last holdouts in terms of concessions or layoffs.

    Bring in a long term plan and some reform and the money will come. CT did NOT get federal monies because its legislature will not tackle the reforms that are taking place around this country.

    I can think of lots of things to blame Moccia for...but this isn't one of them.

  8. Moccia mentioned the senior citizens as a reason not to increase taxes. I find this just fluff. David Jaeger brought before the Finance Committee a plan for helping seniors on fixed income. The entire committee did a lot of work on the plan and both Republicans and Democrats supported it. Yet the Mayor didn't rally behind it - either did Fred Wilms and the Board of Estimate and Taxation.

    There are other solutions possible that need to be looked at. There are other ways to help seniors on fixed incomes then to jeopardize children’s education. I think many of us agree that we not only have an education issue in Norwalk but seniors do need help. So his comment that he made regarding that for every education supporter in the audience, there are plenty of senior citizens doesn't support his actions as Mayor.

    We need leadership in Norwalk that can drastically change our education system and our tax structure.

    One of the reasons we keep having to tap the taxpayers out every year is because our commercial base wasn't assessed correctly, as many of the residential properties and the Mayor cannot seem to step up to the plate and bring new development here to grow our grand list. Without this growth of the grand list and proper assessments we are going to be having this discussion every year.

    I also stand behind the thought process that our new hires within the city have to be in the same competitive environment as any employee in the private sector. Pensions, benefits and wages should be no different than if someone was going to work for an outside company or the government. Susan Marks may be right in just hiring temporary workers until the system can be fixed for wage increases, pensions and benefits. I hate that though but perhaps it can fix the issue with new hires. Just about everyone I know has 401 Ks and HSAs these days. Most major companies are moving in this direction in order to be competitive. Government should be moving in the same direction. This is the only way our children are going to have a great education.

  15. Interesting comments. The Board of Education receives over 50% of the entire budget of the City of Norwalk and closer to 63% when one adds in the post employee retirement benefits, but somehow still the Mayor is the one to blame for the apparently "poor" education the Norwalk students are receiving.

    Oddly enough, the front page of The Hour lists the highest paid employees in the City. Once again #1 & #2 were police officers, who happens to work alot of overtime.

    HOWEVER, #3 through apparently #10 all appear to be NPS employees. Now, it is important to acknowledge that the NPS is the largest single employer in the City of Norwalk. And it is also important to note that both the City and the BOE have been working on reducing costs. And I think it is wonderful that legal services are being shared by both, that printer costs have been reduced and that the lunch program has been hauled out of the red ink and is now operating in the black. But those savings are greatly diminished when compared to just one (your choice) of the salaries.

    As for being a District in Need of Improvement, there are regular meetings that take place with State officials and new lesson plans, school goals and objectives being issued at every turn. The piles of forms grow exponentially until you really do need a degree in advanced paper pushing.

    But the biggest question remains, which is how does one define a "good" education. Is it tied to the name of a school (Choate, Laurelton Hall, Greenwich High??) or is it related to college admissions in terms of percentages (50%, 75% 99%)? Or is it tied to the ability of the student to problem solve when they have that degree in their hot little hands. The biggest problem usually is structured as "What now?" (College, work, which field, what degree.)

    However the biggest factor of all which I haven't seen anyone discuss, is what the students are bringing to the table. Are they coming with an attitude of "Yeah, whatever..." or something more? Are they excited about something other than the last Twitter they just got from a friend, or maybe trying to figure out how to wiggle out of reading the book assigned to them for English.

    None of the above comments or observations really have anything to do with the Mayor or how much money the City allocates for the BOE. It's really much, much more than that.

  16. I have no kids and pay into the system, and the taxes are out of control. Not everyone has kids in school, or even has kids. What do we get for these taxes? I get a beach pass/dump pass, and recycling! It's always been an unfair system. Especially for singles and seniors, and empty nesters. In the worst economy, and 9 % unemployment, they are still trying to pump out more money. The middle class always take the hit.
